Everything else on this site is graded from a sample of the College Scorecard and says so. This page is different: IPEDS publishes its directory as a file rather than as a paged API, so grading it grades every institution there is, and the percentages below describe the country.

What the country discloses

Per-field national counts. Suppressed and inapplicable institutions are outside the applicable column, never scored as failures.

The middle column is the whole argument. A disclosure that reaches 1,998 institutions and a disclosure that reaches 5,988 produce very different-looking failure counts from the same underlying behaviour, and a table that showed only the failures would rank them wrongly.

175 directory rows get no grade at all rather than a zero, because every field checked was either suppressed or outside the reach of the rule. Most are system offices and closed institutions. They are counted here and excluded from every mean.

An absent address means the federal record carries none. It is not proof the institution has nothing: it may have published the thing and not reported where. Which of those two is true is not something a blank cell can settle, and this page does not pretend otherwise. The methodology states the rule behind every row.
